The ideal candidate is customer service focused, possesses a continuous process improvement mindset, and has a passion for automation.
Although the primary role will be administrative in nature, you will become an integral part of the transition to the use of systems administration to eliminate paper processes and improve workflows.
The Human Resources Technician performs responsible technical and administrative support work preparing and maintaining personnel and related records and files; does related work as required.
Work is performed under the regular supervision of the Human Resources Manager.
Dependent on relevant education and experience the Hiring Range:
$40,549 to $52,714 This position is entry level and associated with a career development path.

Essential Functions/Typical Tasks Preparing and processing personnel records and files; assisting employees with enrollment and adjustments; preparing, maintaining and submitting various personnel related reports and documents.

) Receives calls and callers, ascertains nature of business, directs to appropriate authority for disposition.
Maintains filing systems.
Notarize documents.
Responds to routine correspondence independently.
Responds to employment verification requests.
Prepares personnel records for new employees.
Processes personnel demographics and updates records.
Processes new hire I9 forms using E-Verify.
Makes copies of data and records as needed.
Monitors and maintains department budget.
Provides necessary information including employment verification and references.
Handles confidential personnel data in accordance with statutory requirements.
Coordinates and verifies drug testing, background investigations and employment references.
Receives and processes tuition reimbursement requests.
Coordinates City's annual longevity ceremony, and other special events.
Provides clerical support to professional staff as needed including assistance on surveys and gathering data from various files and employee records.
Configures systems, applications, and similar technologies within the department.
Troubleshoots, operates and maintains systems and escalates issues as required.
Tests, updates and assists in the consolidation of existing programs and systems to assure efficient operation.
Analyzes current operations and studies methods of improvement.
Works with peers to implement replacement or new systems to address the needs of the city.
Performs related tasks as required.
Required Education and Experience Any combination of education and experience equivalent to graduation from an accredited community college with major course work in personnel management, public administration, information technology or related field and 6 months to 2 years personnel experience.
Ability to obtain North Carolina Notary Public within six months of hire.
Relevant experience with NEOGOV and Vista PDS software applications a plus! Knowledge, Skills and Abilities General knowledge of personal computer and office automation systems, software and programs; general knowledge of the principles and practices in the preparation of personal computer programs; skill in the use of software operating systems; ability to understand and follow written or oral procedures and instructions; ability to analyze software programs and make program adjustments; ability to train users of office automation hardware and software systems; skill in the operation of personal computer equipment.
General knowledge of applicant tracking software and statistical analysis of turnover data.
General knowledge of personnel practices and procedures; general knowledge of personnel rules and regulations; general knowledge of State regulations regarding the release of employee files; ability to present ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with city officials, employees and the general public; skill in the use of office equipment; ability to apply established policies, practices and procedures.
